Exalted Ruler Gerald Richardson of the East Stroudsburg Elks Lodge selected Rachael P. Moyer as Citizen of the Year 2019-2020. Rachael was selected for her tireless effort in educating American high school students and teachers in the use of the Automated External Defibrillator and proper cardiopulmonary resuscitation techniques.


Rachael and her husband John started the Gregory W. Moyer Defibrillator Fund after they lost their son, Greg, who died at the age of 15 after experiencing sudden cardiac arrest playing high school basketball. As the results of her efforts working with state legislators, 39 states now require that high school students learn how to administer CPR and use an AED machine. Additionally, through Rachael’s efforts the Greg W. Moyer Defibrillator Fund has donated over 6,500 AED machines over the past 20 years to individuals, schools, police vehicles and organizations such as Elks Lodges. We can honestly say that Rachael Moyer is a life saver.
